10,000 Blog Comments Do Follow Backlinks Genuine PR1+

We need 10,000 backlinks. I have around 500 keywords. Each keyword would between 10 to 50 backlinks. # of links and Pageranks for each page should be as follows: I am looking for a contractor that can provide genuine backlinks from pages with a rank of PR1 or [login to view URL] links must be on the actual page that has a PR1 and must be permanent. I do NOT want a backlink on a low PR page of a website that has other pages of PR5. The backlinks must be on the actual page that has a page rank of 1 or higher. The links must be permanent and not paid-for links. The contract will be complete and payment made when I can check all URLs and see my link on PR1 or higher pages with the PR confirmed.
