Builting a Newsletter list AND sending with Tracking

We looking to start a newsletter based on quitting smoking, e-cigarettes, electronic cigarettes and healthy alternatives to smoking cigarettes. We need someone who can assemble me a list of quality email addresses. These leads MUST be high quality and relevant. These email addresses must: -Be in the United States - Be Valid - Be known to have an interest in these things (i.e. from a e-cig store) Not random email addresses, but people who actually have an interest in this niche. - Have a known origin. I will not accept "oh yeah, I found these email addresses in an old file on my computer", but instead "I am the owner of a website that sells e-cig coupons." - Be active.
