Poker A.I that learns.. - open to bidding

Hi, I currently have Openholdem poker bot and it uses profiles in .OHF format but i would like to give my poker bot A.I so that it can play poker with the ability to learn while having access to a large database such as Poker Tracker4 to use while in the game play to make decisions. I have found that all the parts to make the A.I as it is not hard but i just need someone to put it together, below are a few that can be googled and found easy to use A.I. Software:: 1)"Neuroph Net" - [login to view URL] 2)"EasyNN" - [login to view URL] 3)"Weka 3"- [login to view URL] Again all are tools that lets a novice develop a working A.I for a learning network. YOU CAN USE YOUR OWN SOFTWARE. Keep in mind, I do need it to be more then basic I want to strategy and learn and not be exploitable with some kind of interface nothing flashy or special but needs todo its job flawlessly. So in short 1) A.I that works with "Openholdem" or anyother we agree upon. 2) A.I that predicts and learns. 3)can connect to a database for real time decision making. 4)The A.I shows to work then it becomes constantly error of .001 or lower for machine learning. 5) Machine Learning or Neural Networks. 6)Willing to use opensource Poker A.I. premade with clients approval and revise to clients standards of play-ability for Poker A.I. Prerequisites with graphs and charts and performance can be sent upon acceptance of the bid. Understanding this is a ongoing project until a finished product is completed, with a open long term contract with a developer overseeing updates and bug fixes having a repeat customer.
