Build a Java Gui application (queying delay)

Design an working application of queying delay process which emits packets at certain rate and transmits packets at certain rate.
1) check these 3 possibilities emission>transmission ,emission<transmission , emission=transmission. These possibilities are related to packet loss if emission is higher and transmission rate is less packet drop occurs .The number of packets dropped should be tracked and the time at which they are dropped should be justified.
2) This has to be implemented in java which should only run on eclipse windows version.
