pseudo code

I am looking for someone who is expert in coding to help to write pseudo code for a simple scenario The requirements for this scenario will be like For loob -- while - if conditions and so on I will outline the general idea for the scenario I have four datasets predictions for CPU utilisations for physical machines (( servers )) The time series will be only one minute At 10 second I will check the four data sets at these moments (( which servers have the lowest CPU utilization)) for example let's say ph3 is the lowest one, therefore I will assign the VM1 to this machine. At 20 second, i will repeats the same above scenario but I will not consider ph3 because It has had the VM1, In other words, VM2 will be assigned to ( ph1 or ph2 or ph4 ) At 30 second , i will repeats the same above scenario but I will not consider ph3 and ph2 And etc ....
