The hardest part of this job is designing the retaining wall so it holds the earth back but also looks like part of the building block area. I will draw the layout in AutoCAD, showing the grading for the level ground and also the placement of the retaining walls. I'll specify compacted fill for the base and likely use a granular material behind the block to help with drainage. For that drainage, I'll show French drains at the base of the walls leading to a lower area. I will not use poured concrete for the retaining walls, I will use concrete blocks like you asked for, so it blends with the building block area.
