Link Building - Get us from P34 to PR5

We are looking for an experienced link builder. We know what needs to be done and want to deal with an honest, hard working individual who gets results.
DEAL - get us from PR4 to PR5 - With at least 15 proper static links.
We are happy to pay well for the right person who does not try tricks, poor trading, low PageRank sites etc… Trust us we know the system!
Our site is marijuana related and very well established – we sell our own individual product and our current Page Rank is PR4.
Some additional requirements:
- Permanent static text links only from RELATED sites.
- One way links from RELATED sites PR3 or above.
- Reciprocal from RELATED sites with PR 4 or above.
- Link must contain anchor keyword text in some format.
- No links from Porn, Gambling, Forums, Blogs, Link Farms etc…
- No links from pages with more than 15 outbound links
- No mass submission to search engines or directories.
- We do not want you spamming our industry! Do this by hand.
- One link per IP/Domain
List of URLs with submitted links should be presented when the work is done. However, we will have a right to cancel links that do not agree with the above conditions.
Successful candidate will have an opportunity for a month to month Link Building Projects for our other web stores.
LINKS MUST BE PERMANENT
Restrictions:
Access to our site will NOT be provided; all work will go through me, via email. I will handle the update.
Payment Terms:
33% down upon achieving 6 good links. Final 66% upon attainment of goal (PR5). If you fail to meet the 3 month goal you will be granted an extension to recover a further 33%. The other 33% will be lost for failure to meet deadline. If you fail to meet extension deadline, it’s over.
Bonus!! If you can accomplish this in shorter time, two months, you will get a 25% bonus above the full payment.
Remember: this project goal is to bring this home page to a PR5 using honest and proper link building strategies. Serious professionals only please.
