You must install the script man2html on linux distributions from osboxes.org. There are 40 or so distros on there and you must quote the price for 10 distros. You must install the distro into virtualbox, install man2html then extract all of the man files in HTML using HTTRACK.
HTTRACK has a GUI called webhttrack
Each distro will have up to 10,000 files.
Once you have the man files in HTML format you must sort them into the 7 man categories
This is not difficult because man2html & HTTRACK will put the category number in the filename along with the command name.

6 Games et. Al.
8 System Administration tools
So the file hierarchy will be Distro/ Man category - with each distro having 7 sub folders and this must be provided to me in a zip or rar file
I will tell you which distros to use upon commencement - all script installation is your job & I am not providing documentation - its all online.
I want maybe four people for this job as it is too much for a single person. Time frame preferably one week maximum. You are bidding on ten linux distros
