Minor magento changes

I have ecommerce magento 2 website i want to do minor changes as follows:
1. While entering pin code, the address is also fetched which I want to disable
2. At the checkout, there are two payment options visible ie Razor pay & cash on delivery, I want to display Pay Online (Netbanking/Credit card/ debit card) in place of razor pay
3. I want to charge extra for the customers buying on cash on delivery- How can i enable that.
