Retyping is the one requirement I would ask you to reconsider, because it works against what you are actually trying to achieve. You want formatting that matches your style guide exactly. Retyping cannot deliver that. It reproduces the appearance of headings and bold by hand, so every file depends on a person remembering the rules, and it introduces a category of error that copy and paste cannot: typos in your actual text. You would be trading a formatting risk you can eliminate for a content risk you cannot. The reliable method is the opposite. Paste the text with all source formatting stripped, then apply Word styles from a template built to your guide. Heading 1 is then identical in every document because it is one definition, not a hundred manual decisions. Margins, fonts and spacing come from the template too. Change your mind about a heading later and every file updates at once. I suspect the reason behind the no-macros rule is that pasting from PDFs drags in broken line breaks, hyphenation and junk spacing. That is a real problem, and it is solved by cleaning the extracted text, not by having someone retype it. If you have a reason for retyping that I have not thought of, tell me and I will do it your way without argument.
