Create game template like ''The higher lower game'' in Unity 3D

Hello, I've got an interesting idea. I would like you to recreate the game called The Higher Lower game, especially create a template that I could change then (In Unity 3D). With everything pre-installed in it (in app purchased, game center, etc.). You can be creative and even add some animations, make better menus and stuff like that (I will pay you for that extra). So it's really up to you, but stick to the original version and make only minor changes !! It should be a game that is similar to the original one, but with differences: 1, It should be about populations (who has more population) 2, Have ability to add specific packs (USA, Cities, Europe, England) 3, Make it friendly and easy to manage (everything should be easily changeable) I require cross platform support (IOS, Android), game templates have to be created with Unity 3D.
