Customize Library - Open Source Chromium Browse for Android devices

Hello friends, how are you?

I am interested to modify the library of the open source Chromium Browser installing all the video and audio codecs that has FFmpeg (mkv, avi, flv, mpeg-1,mpeg-2, mpeg-4,h.263 h.264, h.265, AAC, etc..) making the native web player having the capability to play any stream file.

Also, i need to hide the title and tools bars of the browser, the browser must only load my website on start, the users must not browser to other websites

I want to hire a freelancer to make the app code for me, prepared to compile for android devices when i want.
