OF course - html,css, jquery, bootstrap and etc. I think that more better for your project is asp.net MVC platform with MS SQL SERVER as database content storage. For real time data communication (such as show position on the map in real time from database) i propose to use SignalR framework - if you have new position for each tracked object information send to all devices connected to webserver at this moment. if device conect first time to webserver - on the map showing last position all of tracked objects for time when device connect to webserver.
