Moodle Update and Reconfiguration

I have a Moodle LMS on an AWS server that needs the following updates:
Email messages need to be enabled for PayPal when user enrolls in a Program/Course or Lesson/Topic. Email needs to be sent telling user the duration of their enrollment before it expires. Also needs to be implemented at the Module/Lesson level
PayPal enrollment expiration warning emails aren’t sending either. Expiration warning emails need to be sent at both Program/Course and Topic/Lesson level and Module/Lesson level.
Enrollment details only show at the Program/Course level. I need to be able to manage enrollments at the Lesson/Topic level and Module/Lesson level and Module/Lesson level in the exact same way.
Fix Topic/Lesson restriction settings. PayPal restriction is the only one working right now.
Enable all restriction settings at the Lesson/Module level. Enable all restriction settings at Module/Lesson level also.
Moodle version needs to be updated to most current version. Any breakdowns need to be fixed.
Install and configure Plugins:
PayPal Availability Conditions [login to view URL] (a button also needs to be embedded to return the buyer to the content they purchased)
Zoom LTI Pro
Moodle Proctoring [login to view URL]
eProctoring [login to view URL]
H5P Plugins [login to view URL]
Access limits need to apply to all levels of the site content: Course/program – Topic/Lesson – Lesson/Module
Configure Moodle enrollment screen on the backend. Currently there is an “Enrol users” tab at the course level that allows me to manage enrollments. I also need it to apply at the Topic/Lesson level and the Lesson/Module level.
