I have an automated quote system on my site. There is a rule section that allows for certain zip codes to be surcharged seamlessly when the visitor requests a quote. (ie: zip 10000 to 19999 surcharge of .40 (Customer does not know it is surcharged)....zip 60012 to 60612 surcharge of .39....zip code 69712 surcharge .45, etc.)
The problem is that the additional charge is allocated to the transport from the beginning of the trip as opposed to just into the area or areas that need to be surcharged. I want to leave the rule as is for rate changes, but need to add a rule that will allow for all the same surcharges as above to be identified in flat dollar rates in a new rule.
Consequently, if the regular per mile is .65 to an area, the rule would have to allow me to enter a whole figure as a surcharge for requests from for example transports entering 60612 of $50 or perhaps $40 for all transports from 60034 to 60612.
The rule would mimic the rule in force except that the rule now is stated in the admin panel as a per mile into zip areas as opposed to the new rule allowing for a flat rate and for both the zip ranges as allowed now and for single zip codes to accept the additional rates.

Hi. Thank you for considering this bid. This sounds like it would be a fairly quick job that could be finished over the weekend. I would be glad to help.
