Create a language file for my website and replace photos

Currently I have a 2 page SAAS laravel website with a 1 page front end and 1 page admin panel which is in English and has no translation file. I want to change all texts to my own language, for this purpose I need a php language file that governs the language in front end.
Developer will create this language file, send it to me and I will write the local language correspondants of the language file and he will upload to the server so that front end language will change to the front end language.
Developer will replace 4 photos and close some sections in front end page.
This is an hourly based job and the budget is 20$.
