ASP.NET Website Programmer for Classifieds Website

Hello,
I need a ASP.NET programmer for a classified website like OLX or Locanto.I require coding only.
What I need:
1. Not allow buyer or seller (2 user role) access to specific pages/ database on or during non-payment even after log in.
2. Provide access to user for the database only after successful credit card payment and only for a specific duration.
3. Removal of display of entries after a certain duration/ expiry
4. System E-mail to users on their updates, expressed interests, expiry, profile changes, etc (any account activity)
5. Provide one user role to have X number of contact requests for contacting the other party directly via website only during their paid period, (like freelancer gives X amount of available Bids in a month)
6. Their inbox for contact request replies/ messages after log in
There will most probably be a few changes here and there on/ after finalization but above is the general idea of what I require.
