We have a 500/500 fibre line, and one of our uses cases is the VPN tunnels. We are not able to reach more than 10/20/30 out of 500 Mbps across the VPN tunnel. The other sides have over 500 Mbps, and all physical and virtual devices support over 1Gbps of throughput.
The tunnels that we configured were severals like NSX Edge (IPSec/L2/SSL) and Forti (IPSec/VXLAN/SSL) and the tests used to find the throughput were IPerf3, Windows File Transfer and LAN Speed Test (app).
There are a couple of Cisco 2901 Routers on the perimeter using HSRP managing a /27 Public Network. That Internet circuit is using a 1440 MTU size packet.

We are looking for someone who can identify (and explain to us) what's going, the reason of why we are not able able to reach 80/90% of the bandwidth of those 500 symmetrical Mbps and how to solve it.
We want to be able to use any of our firewalls (NSX Edge and Forti VM) to manage those VPN tunnels.
