Create a fairly simple Swift 4 "Library" to be used by another Swift app.

I have a set of logic flow functions that are currently being done in a VB.net app flor example ;
- encrypt some data
- send to a webservice
- receive a reply
- decrypt the reply
So pretty straight forward.
I want to transfer that functionality into a Swift 4 Library so that the Library can be included and called from ;
a) another Swift app that I have
b) another ObjectiveC app that I have.
The library should be complete and have some functions "exposed" so they can be called from the other apps, and also the other apps can receive the response that is passed back.
Simple for someone who knows what they are doing.
