Picture Posting Iphone Social App

I am looking for a developer to make a small picture sharing Iphone app for me:

The only features will have:

user profile

sign up/login/signup through facebook

friend add

twitter like homepage to view friends picture posts

picture page with keyword tags and description boxes for the pictures

network features (users can choose a network to be associated with their profile like school or city)

users can upload the pictures stored on their iphones

this is not a big app so looking for a pretty small, decent budget of no more than $500. If you can do this or something close to this please contact me. Thank you.
