retouch 12 pictures into vector, make lineart for all 12

I have 12 lowres .jpg pictures with some simple illustrations in solid black.
Task 1: These need to vectorize. because of low res, need to smooth out the vectorlines, but keep the same level of detail (this is very simple, illustrators vectorizefunction can do with small adjustments automatically....
Task 2: The same 12 pictures, should be used as outline for 12 illustrations in lineart.
Subtask 1: only black and white as enclosed
Subtask 2: same picture as 1, but alo coloured.
Sample of detail enclosed. Need to be this level of detail, because it will be used for hotstamping of goldfoil.
enclosed: all bw illustrations, some reference samples for some of them to show style + reference picture for what level, strokesize etc. for lineart illustrations.
For choosing right person on this, for the ones I choose to talk to I will expect to get a quick sample of one of the lineart-pictures before choosing.
