I need a close clone of this site:

It tracks a specific number of sites and updates hourly. I believe it may run off a Nucleus backend, not sure.
It would need to spider these sites (or alternatively track them through third party API's such as Technorati). It would also need to be smart enough to know how to list the first source of a story, then those "discussions" which link to it, and then other related discussions which do not link to the original source (and if those related discussions tend to link to a common site then it would be listed above them as the featured related discussion).
The only real difference is that I would like to have the headlines link to pages on-site which would then have room for user comments and would reside on a permalink (permanent URL). Similar to digg.
I'd need a CMS in which I could enter the details of the site's I'd want to track, as well being able to add extra sites later (or remove them as the case may be). Outside of this I don't need the CMS to do much more than this. I do need to be able to add sites in bulk. I should also be able to quickly delete sites in bulk as well.
In terms of design, something similar, I can provide colors and the name of the site upon working being taken up. It doesn't have to be much work as I can always change the site design later (alternatively if you'd prefer not to do the site design give me a straight clone and I can do it myself).
Needs to also have a RSS feed for readers.
