I have similar system, but it specialising on internet domains. You put in domain and your email, and when domain status changing (expiring, prolonging, changing it's owner etc) system sends notification on provided email. it perfom checks each 6 hours.

The task looks relatively simple. Assuming that search is a keyword-based, we can be implemented this in Java within 3 weeks. The only problem here could be an SMS delivery, as ways to provide such service should be investigated. However, as requirement states email or SMS notification, the former can be implemented easily. System functionality as it appears to be: - User fills website address, email, keywords - System starts crawling periodically specified site, searching for keywords to appear. - In case keywords found, user receives notification with target page address and crawling is stopped - After predefined amount of time (or number of website visits) crawling is stopped as well, user receives notification that data cannot be found.
