In VB 6.0 I cannot write to a standard text file in the programs folder or any other folder when I use Windows XP as a limited user. I can only write to the user's folder is the Documents area which is not what I want.
I had someone write the attached code to give a user permissions. It works fine for me but many others who use it says is crashes and they have XP also.
I need someone to either figure out the problem and fix it or give another solution of how to create / modify text files as a limited user.

(No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
Windows XP and VB 6.0. Or a DLL or control written in VC++ to use from within VB 6.0 is acceptable.
