Create Website that allow people to build their own website online

I need a website that will allow people to build their own website online.

1. This website will allow people to go in and change templates and put their information in the templates.

2. It will have a simple CMS system that is easy for a newbie to operate.

3. It will set where they can pay for the service, automatically be set up on hosting, and billed monthly without every talking to anyone. (I have a paypal pro account)

4. I am looking to pay the web developer a monthly fee to make sure there are no problems with the site and to ensure that customers do not have problems.
