I need a professional and efficient PHP/Delphi-coder for realizing a phone tarif comparison application.
Admin can enter the profile for a phone-company.
Some company start counting each started minute, some start with 10 secs and then they count each second etc.
Also the tarifs/costs for phoning can be different during different days/daytimes.
User can import his phonebills. Sourcecode for extracting informations out of a website is available. Maybe here a small client-side Delphi-app will be needed. Or maybe importing an Excel-file will be possible here.
Some of the phone companies offer checking the bills over their websites. From there the informations about all phonecalls can be extracted. Of course, enter manually each phonecall is not possible.
After importing the data about all his phonecalls (one or multiple months) he can press some "Step 2"-button and he gets an overview of all other phone companies with a comparison so he can view how much he would pay if changing the phone company.
Please bid only if you have extensive experience with PHP and probably with Delphi (maybe it will be needed for the importing of the data).

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
