Collect timezonedata about countries

Hello! I need someone to collect data about the time/clock in all the different countries in the world. I need this: For example, the country India, which is 5 hours and 30 minuters(330 minutes) after GMT time. $india=330; $usacalifonia=-480; The data can be collected at a library, or internet sites like: [login to view URL] [login to view URL] [login to view URL] If a country has different time zones, just take one city/area of timezone of every time (except for USA, where I will need all states) and let me know there is different zones in that country. Also, don't worry about if the country sometimes change the clock(for compensation of sunlight for instance, I am only intrested in the country clock/time when the data is collected.
