Interactive Flash Animation of the World

I'm looking for a single Interactive (Form based) Flash Animation with a database back end. It's a simple concept but I would like someone with a bit of design flair. I'm not wedded to Flash, if you think it can be achieved with other technologies i'd like to hear your ideas. The site will be a map of the world that highlights when a country name is added. I'd also like to output the resultant picture as a jpg to be downloaded. I'm looking for a proof-of-concept at this stage. I have a specific idea of what I want and am looking forward to working with the successful candidate.
