Script able to produce html report(s) from a database

Dear sirs,
I have a number of flush pages opened with html which they display a map. When I click on the town names I need to be able to display a report in html format which will exctract info from a database.
Two ways to do this:
1. A script which will be able to create a report from a database based on criteria prefecture-town and export it as a html report page.
2. A script which will automatically create and export html report pages for the all the [login to view URL] (or towns) in the database (large number of records appx 7000).
Question:
I intent to link manually each individual town on the map by giving the same name ([login to view URL]) to the created html report page or pages depending on the solution above (one html active report page or a large number of static pages). Is it possible to do this automatically as this would help? If not it does not matter very much.
Please note:
1. The html pages displaying the map are in swf format opened with html explorer as htm pages.
2. The whole project will be on a CD Rom-no instalation required- play straight away. Stand alone application.
If anybody can provide a solution for the above script or alternative I will be pleased to hear.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
