Automatically connect to a form and process submitted info

I am currently developing a dedicated online Job Board for the UK Security Industry. At present to work in the UK Security Industry you are required to have a Security License which has a 16 digit license number. When a user registers on our system they are required to enter their 16 digit license number if they have one so that we can check the details they have submitted during the regiatration process. Currently this is done manually, the information is stored in a database and then we manually check theinformation by visiting the website below and entering the 16 digit license number in to the SIA License Number field, when then compare the information submitted with the results on the website to see if they match. What i am after is for somebody (if possible) to develop some code so that they can take the license number from the form at registration and automatically fill the form and retrieve the results that would ideally be outputed as php variiables so we can do a simple query against the database to see if they match. The governing body doesn't to my knowledge provide any form of API and so i guess you would need to send the number to the page link and retrieve the information some way. The application needs to be stable, and written so that if there is an error it simply goes on to the registration process for the information to be manually checked later. PAYMENT : I imagine that this isn't a job that just anybody can do, in the past when i have listed a specialised job i agreed to ecrow money to somebody who said they knew what they were doing and a week later gave up, however they still wanted the escrowed money because they had worked on it for a week. It then took over a month to resolve the problem with me loosing some of my money to somebody who produced no work.
