email pay per click ad server/website

I am looking at building a geotargeted/demographic ad service using email as the launching link. in a nut shell members advertisers admin basically an advertiser can choose their targetted audiance by geotargeting/gender/age/interests/etc.. once selected the advertiser can choose how long they want to offer click cash..how much they want to pledge..how long they want the user to spend on their page(longer time means higher rate). I would like everything to be expandable (more vars as needed) in all areas and controlled via the admin control. after the advertiser is happy with their target they are taken to pay (PayPal etc) and once payment is processed the amount is transferred to their ad control panel. after they are good to go they will get JavaScript code which they paste on their page. this code only fires when a member loads that page via a link?var=unique in their inbox. note.. this email will contain the site, their offer and any conditions etc. when the member visits this site/URL they read the ad(I hope) and after a set time the JavaScript fires and they see a nice little box that has a basic message and this could expand as well but either way the user clicks and the data is sent back to their account and the box closes. so now you have the basic idea but I would like both members and advertisers to have amount made/spent ..advertisers have the ability to cash out and when members hit their threshhold the [login to view URL] in the admin I want to be able to see all stats and have the ability to band/close accounts and be in total control including offering money for referrals etc etc. members must be from where they say they are and I want it set up so I can be sure as the best tech can offer to reduce cheats. Facebook has a billion users and i bet half are multiple accounts so using facebook /twitter login was an idea but only if we can somehow determine the user is real...your idea/knowledge.. here..IP etc etc I also want things like the ability to search my user/advertiser profiles in a paginated query in things like top users/etc etc this is the basic script idea and i am looking for somebody that can deliver quality code that works.. the code must have good directions and explanations**. I have done tons of coding with PHP and JavaScript and built things like a bookmarking site PHP via a bookmarklet and duplicated ad servers like Google and classifieds in a web 2.0 look. hell when Facebook was a year old I duplicated its core functions(back then). the point is I am not a pro but I do understand what I want and instead of getting obsessed as I tend to get when doing an idea.. please tender a reasonable offer as i am also money cautious and if we click(no pun intended) we can work together on future work.
