This project will be to convert an image to an already started Drupal theme/template. The project will be to finish the Drupal template/theme and first page of the site. It currently is about 50% done.
Here are some specifics:

It is very important that when the font size is increased or decreased that the elements adjust appropriately and the page doesn't look strange. The theme/template was copied from an existing popular theme.
[url removed, login to view] is a lot of “junk code” and unnecessary CSS that will need to be cleaned up as much as possible.
[url removed, login to view] will also need to add “mouseovers” to the main menu (I will provide an image or images to use for it).
[url removed, login to view] of the text you see in the image should be stored in Drupal elements (such as “Blocks” or “Menus”) The menus are done (except the mouseover part) but the inner content is not.
[url removed, login to view] area should be the same width as the button (header) bar. There is a background image so this should just involve adjusting the DIV width settings.
[url removed, login to view] area should be closer to the button bar (as shown in the original image).
[url removed, login to view] width of the header is too wide compared to original image. When expanding the width out, it expands too far to the right compared to the width of the content.
[url removed, login to view] button bar's internal dimensions should not change when text is resized since the menus are all graphics (this will mean removing spaces in between any images in the menus). Currently, there is some slight movement of the buttons when text is zoomed.
[url removed, login to view] will need to take into account that parts of the page (menus and logo) will be on every page. Other parts of the page will only be on the front page. Everything should be built to allow for the other pages to be easily added later.
[url removed, login to view] 3 lower text blocks should be finished to look like the original image (some of this part was started but not much). This is content that will only appear on the front page.
[url removed, login to view] middle section “Project Name” area on the left has not been started at all. I would like the specific project to change when you click on the small circles above it. It should scroll from left to right as you change projects (probably using jQuery). I would like it to be dynamic in how many projects there are to switch between by pulling content from Drupal. I do not know how this should be done so I am open for suggestions by you, the Drupal expert. The amount of writing describing each project should be able to be larger than the given area and you can click on the “Learn more >” text to bring you to another page to see the full description (the other page wouldn't be part of this project, but the functionality of the text link should be). I know things like this are built into Drupal.

[url removed, login to view] page should not use tables for layout! It should use DIVs and CSS.
[url removed, login to view] page will need to support all major browsers. It should look almost identical in Firefox, IE, Safari and Chrome. This includes when you change the size as well as use text zoom.
[url removed, login to view] may be a few things I missed in this list but in the end the most important thing is that the site looks as much like the original image as possible with text zooming functioning properly for all content (no text zooming on the top menus).
You will have 1 week to complete this project after I have given you all the necessary files and information. I will need to see progress within 3-4 days by giving a URL to view the site hosted on your server. At the end of the week you will need to give me login access to the Drupal account as I will need to verify that content is being stored and pulled from Drupal. I will leave appropriate feedback if you are not able to complete the task as specified or in a timely manor.
