Looking to build an industry-specific website/application that has a discussion board component at the core of its functionality. Later on it will need to have a wiki, events module, a directory for consulting services and job listings and other features. The primary audience for the site will be a specific group of professionals in the federal government community, so it will need to look very professional - as it is not geared towards consumers.
Some wireframes are included for the initial look/feel of the site - however, some links to sites (see below) will give you more of the idea of what we like for a site, as well as the professional grade of what we want this to look like.
Also included are notes and business requirements to give you an idea of the types of data that will need to be captured by users entering information into the discussion boards (and later, partly in the wikis). It is very important for this website/application to have the following qualities:
Interactive (discussion boards to capture key business information) - ie. someone will post an opportunity and many others will come in and chime in by adding replies to add additional valuable information for the opportunity.

IMPORTANT: We will need to have a prototype delivered within a week. From there, we can build out the first full site during the remainder of July, to deliver a beta version by the beginning of August.
ONLY strong ENGLISH (preferably native) speakers need apply. It’s nothing personal, but we have worked with others in the past who are not; and while these other freelancers with reasonable English skills might do good technical work, they do not always understand nuanced terminology and workflow processes.
We will pay this freelancer WELL! We can do around $500-1000 for the initial milestone, but for the entire project, since we want someone extremely high in quality, so we will pay for performance. You deliver an “ok” job with average results...you will maybe earn $1500-2000 for the project. If you do a FANTASTIC job, meeting all requirements and delivering a sharp, professional looking site, and desire to stick with us, we will pay $4000-6000 for the beta launch, and pay much more in the future for phase 2 and 3 updates this fall. Please be able to be available 40-50 hours a week (or more if you have more than one developer working on this with your team) in July...especially this first week of July. We have a critical deadline for the first prototype that we must meet!
Please have solid portfolio, client references (we can CALL and speak with), and examples of how your team works. (what type of personnel/staff you have, etc.) We would like to have a conference call with someone who will be representing and leading the project on the freelancer’s end ASAP (likely in the next day) over Skype or cell phone, to talk over the requirements, once you have placed a bid for this project. This will help us understand rapport, how your team works, level of English proficiency, and more.
This is certainly a reasonable project in difficulty - moderately complex - quite doable, especially for a qualified team. However, it is nonetheless a tough project, given it must be done just right, with a lot at stake, and it needs to be supportable and scalable over time; but for those who bid, that we select, and do an awesome job, will be HUGELY rewarded...since this project will bring in residual revenue and we want to compensate a top development and design team well! :D
