I require a complete solution, including an admin interface to input ad information on the ad serving server. Each ad should be associated to keywords or phrases, and it is this keyword list which should be used to determine where ads are displayed on the publishing site.
The publishing site should load the page first, then load the ad links on a layer above the page, just like it does in the demo, so the publishing page does not experience any delay in serving their content.
Functionality should be quite similar to IntelliTXT, however, ads should have an option to open in a new window, or display in the current window (this should be an option when adding an ad to the DB, not a publisher preference), and there should be an option to have some keywords not display an actual ad upon hovering, rather just go to the destination URL when clicked.
Ads within the DB which share the same keywords, should rotate their display instances. Each publisher ID should track impressions and click throughs.
Each ad should have several possible display options, for example, an ad could be shown for a specific number of impressions, a specific number of click throughs, or a specific date range, which once met, automatically de-activates the ad, and prevents further impressions.
Publishers should have control on the display color of the ad links.
I want the script to run on a publisher site by simply adding code similar to this to the page that will display the ads:

To sumerize, the admin when entering an ad should input:
Ad Title, Ad Text, Ad Display URL, Ad Actual Destination URL, Advertiser ID, New window or existing window option, keywords and phrases for the ad, and display option (date range, impressions or clicks). Ads entered with NO Title, Text, or Display URL should not show a pop up when hovered on the publisher page, they should simply direct to the destination URL when the link is clicked.
Escrow of 10% upon selection, 20% upon a sample, 20% upon a working admin interface, and the remaining 50% upon completion of the project.
