249235 MySQL and other modifications

We have the site Sales data dot com that has an admin section that enables us to quickly and easily set or change prices on all search features of the site. It does not enable us to set different prices for users and therefore all users pay the same. We would like the ability to set a pricing structure by user. This would work as a percent off of regular prices and give us the option of building set a unique fixed price based upon what we negotiate with our client. I would prefer this be set in the admin section, however, another option could be a discount code at the end of the order. When bidding please let me know which method you would be developing.

In the admin section of the site we can set the maximum number of records a user can order. This is a system wide setting. Currently the site will run through a complete search to determine the number of records in a search before it notifies the user the search exceeds the maximum number which is currently set at 1 million records. For example if the user makes selection that would produce 25 million results the server is pulling the entire report together just to not use it. I don't know if this can be changed as maybe the MySQL has to run the list before knowing this but if it were possible for it to stop at the 1 million mark or whatever the max number we have it set for that would reduce the load on our server. Please advise if your bid is to change this or if it can not be changed.
