site template with site wide updating

ok what i want is a site template that i can customise for various sites, it is just a very basic mini site with header, site navigation at side and links at footer
but i want it made so that i can update site wide with only one change if that makes sense
winning bidder will get all my other projects aswell
note that i need this done cheaply as it is a small job for someone that knows what they are doing

Hi, Just give me the design template in html. I will convert it to templates and using that you can update the site regularly with out knowing the technical details. It will be based on ASP
