483845 PayPal Instant Payment Notification Warning

I am looking for OPENCART Expert who can direct me how to fix this. I am really sorry that I cannot provide you access to our shop nor to my hosting account due to some sensitive information so I really need someone who is familiar with this issue. I am just novice so I am really asking for your patience but I promise you, I can easily be taught. :)

I am receiving this from Paypal.

"Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing:

If you do not recognize this URL, you may be using a service provider that is using IPN on your behalf. Please contact your service provider with the above information. If this problem continues, IPNs may be disabled for your account."

I will pay through the site's escrow only.
