PHP to work with PayPal Classic API

We are looking for a coder able to build a function that allows us to send money and refunds via our paypal account. Function should work like this: function paypalcall($type,$amount,$id,$recipient=''){ } $type is payment or refund $amount is always in USD and can be the amount to pay or refund $id is the transaction id we got from paypal (when we need to refund) or a unique id if we are sending (payment) $recipient is the email address of the receipient of the payment. Empty when is a refund Function should return true if the operation was successful and false otherwise. It must work with the classic api as our account in non-us. Thank you!
