IPhone and Android app automatic sms on location (only experienced developers!)

I need an Iphone and Android app where an automatic sms is sent by the phone to selected people when a destination (GPS location) is reached or when a user did not reach the destination on the predefined time. Users need to be able to select a location and a time and to select people they want to inform.

The automatic sms needs to be able to include a gps location and an editable text (3 different text types). Also it should be possible to make a recurrent (repeatitive) time and day of the week combined with location and store it.

As a sub of this project a website with pingfuction and sms is needed, please quote both seperate (see details further on)

I need an Iphone and Android app where an automatic sms is sent by the phone to selected people when a destination (GPS location) is reached or when a user did not reach the destination on the predefined time. Users need to be able to select a location and a time and to select people they want to inform.

The automatic sms needs to be able to include a gps location and an editable text (3 different text types). Also it should be possible to make a recurrent (repeatitive) time and day of the week combined with location and store it.

A seperate quote is needed for a webintegration with SMS support. In this case the entered users and times will be stored on a central server and the server will ping the gps location every time slot and send out an SMS when the either the gps location does not come back from the Phone (f.i. when phonebattery is dead) or when destination is reached.

More information will be shared after the bidding, but this is the main functionality.

Please note that this is my first attempt at having an app developed, so please think along and point to critical issues or impossibilities if there are any.
