Website programmer needed

I need a promam created. My budget is -500. The program will need to be automated. You need to be an experience programmer for me to pick you and show some programs you have completed in the past. I will not disclose full details here but I will tell the basic functions. 1.. Script need to have a user and manager back office. edit, delelete, email members. Here is how script works.. User pays for system via clickbank or paydotcom. -- after they pay for the program they are taken to a secure page where they can create a account and log in to the My sytem. When you enter the system they are asked for a User id for a certain program and when they enter it. the system will apply that user id to certain promotional products,i.e(banners, slashpages, lead capture pages)that this systems have in it. example if user is promoting a banner. when the banner is click the system the banner will be taken to the url of the user account. All the urls will be the same except the user id part because each user that joins my program will already have their user ids from that program before they even join my program. i want a rating script installed. so when i add new promotional material like banners,splash pages, lead pages etc. users can rate the ones that they like by 5 star system. user can search for banners and stuff via most popular, least popular, new, etc. I also want a forum installed in where users can go to (secure forum) I want to be able to bulk email members and show ads in the user back office. Text ads or banner ads. THis will be a progam sold on clickbank so be familiar with how they work. I want this to be a easy automation program .. I want to be able to auto back up the system and save it to my harddrive easily. thanx stan 3 weeks for project to be complete and tested. No more.
