Shopping Cart Site Clone with PHP Customization

I am looking for a PHP programmer that can use any free shopping cart software such as OScommerce, ZenCart, CubeCart ect.. that can be installed on my site [url removed, login to view]
I could easily install the free shopping cart software myself, but my check-out
process on my site needs to be customized to calculate a required % downpayment.
How it works....
My website is for members only who I offer credit lines to which helps them build good
credit. This is not like a normal credit card becuase I require my members to put a % down
on any purchase made on my site.
My members will need to be able to login to the members only area where they can view all
of the thousands of products inthe shopping cart that I will have you upload from an excel
file.
A member can select as many products as desired and add them to their cart as normal, but
when they check out they will see that a % down will be required. I will need the ability
to charge a customer 10% to 90% down as a required down payment so they can check out.
I also may need to add the members payment info to the shopping cart program. Because
they must sign up as a member before they can login and I already store their payment info
in another database. So I may have to upload or POST this data to the cart software to get
it to work.
Members will need to select how they want to pay the required % downpayment for the items.
At this time we only accept ACH Debit for all memebers.
Here are a 2 examples of how a merchandise credit card websites looks like.
You can sign up an open a free account with them and you will see how their admin
area appears and how you need a minimum down payment before you can check out.
