Hi, I've done such projects before and would be happy to get it done for you. I made the minimum bid, as I'm more interested in completing the project and receiving the rating since I'm just starting out here. I can complete this project using ASP.NET with a C# back end. We can use either C# or Perl for the actual data collection and storing. Database system I'd leave open to you. I'd suggest MS SQL for an easy integration.
