I want to create a special software-one of a kind

Hey Guys i need someone with programming and software creation skills to write me up a one of a kind emailing software for a particular forum, i know exactly what i want and how i want it done, its gonna be a software that'll email from the forum BUT its gonna send an email through the forum to the members original email address. The software should be able to log me inside the forum (my username and pass) and then keep contacting up to 800k members based on the id's setting Bid wisely, im taking the less expensive bids.
