Write some Software - .log file to report

I require someone to write a small piece of software that a user can import a .log file and it will go through analyse the data and come back with a report of how much uptime, downtime and errors etc. Also the option to view this information as a graph. I have attached a log file as a sample.
I need the following information
Off= machine off
Setup= whether not in production (lens replacement, nozzle alignement, ...)
Starved= ready for production, but not start (wait material)
Blocked= Not use
Active= Production, but not cut (load/unload, table exechange)
Executing= Cutting
Down= on error, no production (M1000 message active)
