Fix for OSCommerce Paypal Orders not being logged into system

**Problem in detail:**
When the customer gets to /cart/[login to view URL], chooses Paypal and then clicks continue, they are sent to Paypal. At this point, no notification is sent to the customer or the merchant. They continue with payment through Paypal correctly. At the final payment page there is a 'Return to Merchant' button in the bottom right corner of the page. At this page they have paid the merchant, however, the OSCommerce cart has no idea it is completed unless the 'Return to Merchant' button is clicked. As soon as that button is clicked, the customer and merchant recieve email notification and the order is placed in the database.
A full step by step account of what fixes/changes you do will be required by me so I have them for future reference.

The problem is not all customers are clicking this button. Instead they are just closing the browser. They are paying but the merchant has no record of the order. Big problem.
