Content Website using CakePHP

I want to build a website with approximately 12 pages of functionality. This is an online content writing website where users can publish stories under various categories, view top ranking stories, upload images, browse stories based on various filters, search stories, view/edit profile, rank a story, admin can do simple moderation like deleting a spam / reported stories, AJAX lookup dictionary, auto suggest, full text search using PostgresSQL etc. The site must also be able to plug any security holes like XSS,CSRF etc.
The login module in the site should support oAuth/openId with FB,LiveID,Myspace,Twitter,Google,Yahoo etc. plus custom login.
The coder must also be able to write two cron jobs for batch processing.
I already have 90% of the web design completed which I will share with the winner of this bid. I am looking for someone who has good hands on experience with CakePHP 2.x and can also work on HTML5/CSS/jQuery and some amount of graphic design experience is a plus (need to get 1-2 page designed or xhtml coded).
This needs to be completed in a record time of 15 days from the day the bid is selected. Please post your bid only if you are very confident with your CakePHP, JQuery and Graphics Design skills.
