Create simple voting webpage

Ok, I need a simple website created. I have a team at work and we are trying to come up with a name for our team. So I wanted to have a website to make it simple.
Here are the requirements:
I want to have a file with a list of names that will be used for voting.
Team members can also add their own names they like to use for voting.
So the way voting will be is going to be the following way:
1. A user will be presented with a name, the user can select the following options:
"It rocks!" = 2 points
"It's OK" = 1 point
"Nah" = 0 points
"It sucks!" = -1 point
This will be done for all the names.
This will be a live voting system where all the users will be voting at the same time.
There should be a page showing the top 20 names... which are updated as the users are voting.
This page should also show all the members that are currently voting, so when the voting starts they need to enter their name. Next to their name it should show how many names they still need to go through. So if there are a total of 50 names and someone has only gone through 30 names, it should show they still have 20 left to complete.
Note: anyone can go to the page and enter name suggestions before the voting starts.
