Email Confirmation System

We have a panel for our business that players can sign-up etc however we need to implement a simple email confirmation system that will place the data in a temporary table until the email is confirmed we also need to have a variable to check the max account and deny account creation if it exceeds the variable upon registration. I'm looking for someone who can communicate on team speak 3 and Instant messenger who also can do the work remotely on team viewer which is installed on the server box. If things go well and the project is completed and requirements are met we will have lots of work for the coder in the future as our demands for development on our web application are huge.
