309166 Major PHP Site Update needed

I need to do several updates to our site [login to view URL] I had this built to try and generate paid rental listings but am struggling getting people to post listings. There is a major bug with the payment module. I am also changing the business model to serve ads on the site so need ad serving tools in the admin. Here are the main enhancements I need: 1. Develop Payment Modules for Admin. [login to view URL], Paypal standard, Paypal PRO. 2. Enhanced Banner Ad/Google Ad Sense Management 3. Localization/Skinning via admin so I can create the same site with different skin with different domains. 4. Reports. Several basic reports to see sales, users, etc. 5. User Privileges. Ability to set up additional users (both admin and regular users) 6. Several more minor bug fixes. As you can see, these changes are quite extensive. I have the original PSD files for all the pages which I will provide to the winning bidder. I'm also including a document with this posting to explain more detail.
