Need a Website for a City or Town Meetups

I need a website that allows people in a city to meet up to do events, find rideshares, etc... I prefer it be done in WordPress but will understand if WordPress is not suitable for this project. Each city will have two types of users that can only post to that city. Basic Users and Superusers. (Please use these names but allow me to change them later) The Basic Users can only post events. The SuperUsers can post events like the Basic Users but can also post information about the city to a separate page that the Basic Users can only read. All SuperUsers will edit the same page with information about the city. All cities can read and see each others events. I would like the service to be subscription based. Perhaps something like [login to view URL] would be good for that, but I will leave that up to you if you know about something better. I would like the whole website to be a "teaser" to anyone without a subscription like it mentions on the [login to view URL] website. As well, SuperUsers should be able to use some type of IM chat to talk to each or be able to send messages to each other. Basic Users many not send messages to each other. I would also like the password to the Basic User to be changed every 24 hours but would also like this interval to be flexible if I change my mind. If it's possible, I would like to Basic User to only be able to post from one certain IP address. All Events should be sortable, and different categories should be selectable for each event post. IE Volleyball, Carshare, etc... These categories should be controlled by the Superusers of each city. Each event should have a "Report Event" option if it does not sound safe. This would be sent to the SuperUser for review. It would also be cool if events could be given a thumbs up or down. On the home page. I would like " The most recent events from each city" I would like a banner at the top of the page which I can replace with my own image. I would like the colour of the website to be very bright. I am thinking white blue and maybe green. If you would like me to clear anything up please let me know. I would love to see a demo before committing.
